To protect your leg from the rubbing saddle and to give your leg extra grip.
To protect your legs from rubbing, scarring, and bruising from the stirrup leathers. They are also handy when jumping because they give you extra grip.
If you have paddock boots, half chaps are handy because it keeps the stirrup leathers from pinching, scarring etc. Depending on the chap, it can give extra protection to your shins and can give you added grip.

Prevent rubs and pinches from the stirrup leathers. They also provide a little extra warmth in the cool weather.

When wearing low boots, half chaps protect your calf from rubbing or getting pinched in your stirrup leathers.
When wearing low riding boots, half chaps prevent your leg from pinching between the stirrup leather and the saddle. They also give you more grip.

Half chaps protect your leg from rubbing your saddle and to give you extra grip.

*also it looks way better then just wearing paddock boots!
