I totally agree with you. I usually teach horses to be caught by using food rewards, too.

In this film I don't do it that way for a couple of reasons. First of all; this horse has lived as a wild horse except having been caught for just basic care. In those occasions it hasn't been a very pleasant experience for him, so he was more than usually unwilling to be caught. In other words; there would be no way his owner could get as far as going up to him to give him the treat in the first place.
If you click on the tag Gjafar you can see the other clips with him and see the owner tell a bit about him.

The main reason that I don't use treats however is because this is a part of an instructional film, and I wanted to explain the body-language involved when catching a horse. I get back to this later on in the video, but that part hasn't been uploaded here… yet :)
